REHAB: building height restrictions to control population density are impractical

Apartment prices will increase with RAJUK regulations, according to real estate association

The proposed 2016-35 Detailed Area Plan (DAP) that the government will soon approve will drive up real estate prices in Dhaka city, the Bangladesh Real Estate and Housing Association (REHAB) announced on Sunday. .

REHAB President Alamgir Shamsul Alamin Kajal at a press conference at the city’s Pan Pacific Sonargaon Hotel expressed deep concern at the initiative of Rajdhani Unnayan Kartripakkha (Rajuk) to restrict the height of buildings in order to control the population density in the Capital.

Under the 2008 Building Construction Rules, a developer can construct 13,500 square feet of space on five katha lots. But that will be reduced to just 9,000 square feet in the proposed DAP.

The developers’ platform said it could cause public suffering and intensify the housing crisis prevailing in the capital.

The president of REHAB urged the government to reconsider the decision.

He said that instead of height restrictions, Rajuk could decentralize services for the development of other areas, especially urban areas.

Kajal said if the government approves the proposed DAP, it will reduce the building floor area ratio (FAR) from 33 to 53 percent at present.

He also said that before taking any measures to control the population in Dhaka city, Rajuk should find the reasons for the increase in population density.

Large numbers of people are migrating to Dhaka city despite inadequate public facilities in the capital due to education, health and livelihood reasons.

He proposed to set up quality educational institutions, hospitals and the creation of new jobs and industries across the country to reduce the pressure on the megalopolis.

To control population density, Rajuk took the initiative to restrict the height of buildings despite many other means of controlling it, said Mohd Shohel Rana, vice president (finance) of REHAB.

“Population density can be controlled using other mechanisms as well,” he added.

He said that many members of REHAB have already signed contracts with landowners following the previous development plan. These housing projects would become uncertain if the new policy is approved by the RAJUK.

“Apartment ownership will be elusive for many as its price will double. An apartment per square foot that costs Tk 6,000 will rise to Tk 12,000 under the new plan, ”said Rana.

Not only real estate agents, but also landowners and 269 kinds of bond industries will also be affected, the association said.

They said the real estate sector contributes 15% of the country’s GDP as more than 4 million people are directly involved in the sector.

REHAB executives said that if the government imposed restrictions on the height of buildings, it would also create a housing crisis, land shortage, as well as financial turmoil.

They explained that if building heights are limited in Dhaka, residents of areas neighboring the capital will build housing on their farmland to meet the growing demand for housing.

They demanded that the government widen roads and decentralize services so that other areas can be developed.

Among others, REHAB First Vice President Kamal Mahmud, 2nd Vice President Nazrul Islam and 3rd Vice President Lion Sharif Ali Khan were also present at the conference.

Rajuk prepared a new 20-year DAP for 2016-2035 because the previous DAP, which covered 1,528 square kilometers of the metropolitan city of Dhaka, expired in 2015.

The DAP is being prepared under the Regional Development Planning Project, financed by the Asian Development Bank (ADB), at a cost of over Tk 33 crore.
